Brisbane floods: before and after

High-resolution aerial photos taken over Brisbane last week have revealed the scale of devastation across dozens of suburbs and tens of thousands of homes and businesses.

The aerial photos of the Brisbane floods were taken in flyovers on January 13 and January 14.

Floods in Brisbane and Brazil

The near simultaneous floods in Brazil and Brisbane provide a contrast in terms of their impact (and media coverage).  Brisbane is experiencing huge property damage, but relatively little loss of life – while Brazil is experiencing large loss of life, without as much property damage.

In Brazil experienced much smaller area flooded, but due to the rapidity, terrain and vulnerability of people much more death.  Recent reports state the death toll exceeds 500 people, making it Brazil’s most deadly natural disaster (see also BBC). The Christian Science Monitor writes:

Less than a year ago, just a few miles from where this week’s devastation occurred, 160 people died when houses built on top a hillside garbage dump gave way. Another 250 were killed by mudslides in other parts of the state.

In São Paulo, the two rivers that ring the city routinely burst their banks causing traffic chaos and some neighborhoods spent several weeks under water last year.

Government officials vowed they would review the current procedures that ensure much more money is spent on cleaning up disasters rather than stopping them from happening, with leading Civil Defense official Humberto Vianna telling the government news agency: “[Our] logic needs to be inverted. We are going to prioritize prevention.”

Meanwhile, in Brisbane Dan Hill from architecture and urbanism blog city of sound writes about a long reflection filled post about details and feeling of the flood:

Part of all this is just Queensland. It comes with the territory, as they say. Comes with the terrain might be a better way of putting it, as Brisbane is basically built in a flood plain. You can’t help but consider the folly of building Australia’s third largest city in a flood plain, but then Melbourne is built on a big old swamp too, so that’s two of them. And Sydney will hardly be immune to rising sea levels.Brisbane is characterised, like perhaps no other city on earth, by a particular kind of domestic architecture: the Queenslander. This is typically a wooden house with a pitched tin roof overhanging a wrap-around veranda, a cruciform internal layout to enable air flow, and elevated high on stilts to catch the breeze and avoid the bugs. Designed to create good air flows under and through the building, and originally enable people to sleep outside, you see them everywhere across the city. It’s uniquely identified with the city. Over time, they’ve become both coveted and replaced, with good examples being preserved and becoming expensive, and yet many demolished in favour of new builds done in the cheaper ‘slab on ground’ model of building, which is the easiest way of doing it. But guess which is most appropriate for these conditions? Those wooden houses on stilts are often sitting pretty above the rising water at the moment.

There will be much finger-pointing after this, from insurance companies refusing to pay up due to the releases from dams not technically being floods (what on earth else are they then?); from those who point out that, as memory of the ’74 floods faded, developers were allowed to build in flood plains earmarked for further dams; from those pointing out that the floods are a result of climate change (even if these ones aren’t, future ones will be); from those pointing out that the entire fragile mode of suburban development of Australian cities is particularly unsuited to the resilience required of the near-future; that development should not have been allowed on the riversides and basins of floodplains, and so on.

There will be a time for discussing how to achieve more resilient patterns of settlement in Australia. I’m not at all convinced that Australians have the appetite for genuinely addressing this, even despite the floods. Most people are apparently incapable of thinking about the future on the scale required for investment in things like urban resilience, even accepting we need to get better at communicating all this. I’m not sure people see the connection between devastating flooding and a culture where property developers call the shots, where cost drives aspiration in building and infrastructure, and where a car-based fabric of dispersed tarmac’ed low-density communities is virtually the Australian dream. But if it’s not events like this, I’m not sure what else it would take to make this clear and force the issue.

Shaping Australia’s Resilience

Australia 21 organized conference Shaping Australia’s Resilience: Policy development for uncertain futures (18-19 February 2010) at Australian National University in Canberra.  They quote my colleagues Steve Cork, who recently editted a book for Australia 21 – Brighter prospects: Enhancing the resilience of Australia).  Australia’s ABC news covered the start of the conference in Experts call for ‘resilience thinking’:

[Steve Cork says] the typical society relies on centralised networks that are vulnerable to threats.

“It’s all dependent on one or a few people or agencies. If they collapse then the whole system collapses,” says Cork.

Resilient cities

Professor Peter Newman of the Curtin University Sustainability Policy Institute in Fremantle says most cities are not built for resilience.

“At the moment our resource consumption is all based on infrastructure that is highly centralised,” says Newman, who will address the Canberra conference.

“You have big power plants that pump electricity across hundreds of kilometres, and you have big water supply schemes and big pipes in and big pipes out.”

Newman says recent events showed how vulnerable this made the Western Australian capital of Perth, which suffered an economic blow after the natural gas pipeline that supplies it was cut by an explosion.

“The city had no gas virtually for six months,” says Newman, who has recently co-authored a book detailing seven principles of sustainable cities.

“Industry basically had to close down for that period.”

Newman says a more resilient city would consist of smaller interconnected components, which were largely self-sufficient, collecting renewable energy and re-using it locally.

“If you cut the gas supply to the city, as occurred in Perth, the city can go on because it has all these other components.”

Newman says “distributed” energy and better public transport would help decrease dependence on fossil fuels, reduce energy waste, and improve the liveability of cities.

Natural resource management

Cork points to how resilience thinking is being applied to natural resource management.

He says the Federal Government is now providing most of the funding for conservation and better land management.

“So whether the Federal Government gets its policy right or wrong will determine the whole outcome. That’s not a resilient situation,” says Cork.

He says people at the local level need to be given more authority to detect change and make decisions, because they have a better idea of what is going on in the field.

“You don’t send an army into the field and wait for generals to make all the decisions. You give people in the field the authority to make decisions,” says Cork.

Cork says studies of personal resilience show the ability to recover from a serious illness, for example, is linked to a sense of personal control.

“And yet our health system is all about taking that control away from you.”

A regional resilience assessment of the Goulburn-Broken Catchment

Earlier this month one of the first integrated assessments of regional resilience based on the workbooks developed by the Resilience Alliance was published in Ecology and Society.

Resilience, Adaptability and Transformability in the Goulburn-Broken Catchment, Australia, by Brian Walker, Nick Abel, John Anderies and Paul Ryan uses an approach that follows and also builds upon the workbook guide.

One important aspect of the approach used by Walker and colleagues was to deal with both specified and general resilience. After identifying ten thresholds in the Goulburn-Broken catchment the authors go on to consider the overall resilience of the social-ecological system and offer the following explanation and word of caution about responding solely to specific and known potential system shocks:

“Because of uncertainty about the specified thresholds, regions must be prepared for a wide range of disturbances. By building targeted resilience, regions may inadvertently be reducing other kinds of resilience. It is well known that in feedback systems (of which social–ecological systems are an example) increasing robustness to disturbances at a particular frequency range may reduce robustness to disturbances at another range. It was shown long ago that this is necessarily the case for linear, time-invariant systems (Bode 1945). This idea has been extended to more complex systems recently. For example, Carlson and Doyle (2000) illustrate that biophysical systems that become robust to frequent disturbances become necessarily less resilient to those that are very infrequent. Anderies et al. (2007) have applied these ideas to simple, nonlinear, renewable-resource management problems and illustrated fundamental robustness trade-offs to different types of disturbances. It is, therefore, sensible to consider, in addition to resilience to specified thresholds, whether general resilience is declining.”

Australian firefighters on fire policy

firefightsausPeter Marshall, national secretary of the United Firefighters Union of Australia, writing in the Melbourne Age argues that the government needs to face the drivers of changes in fire riks, not only extinguishing fires in Face global warming or lives will be at risk:

… Firefighters work in conditions that most of the public try to flee. We often put our lives on the line. We understand that our job is dangerous by its very nature. However, we are gravely concerned that current federal and state government policies seem destined to ensure a repeat of the recent tragic events.

Consider the devastation in Victoria. Research by the CSIRO, Climate Institute and the Bushfire Council found that a “low global warming scenario” will see catastrophic fire events happen in parts of regional Victoria every five to seven years by 2020, and every three to four years by 2050, with up to 50 per cent more extreme danger fire days. However, under a “high global warming scenario”, catastrophic events are predicted to occur every year in Mildura, and firefighters have been warned to expect up to a 230 per cent increase in extreme danger fire days in Bendigo. And in Canberra, the site of devastating fires in 2003, we are being asked to prepare for a massive increase of up to 221 per cent in extreme fire days by 2050, with catastrophic events predicted as often as every eight years. Given the Federal Government’s dismal greenhouse gas emissions cut of 5 per cent, the science suggests we are well on the way to guaranteeing that somewhere in the country there will be an almost annual repeat of the recent disaster and more frequent extreme weather events.

Slow variables that shape bushfire resilience

Current climate projections point to an increase in fire-weather risk from warmer and drier conditions.

Two simulations used by Australia’s lead scientific agency, CSIRO, and the Australian Bureau of Meteorology point to the number of days with very high and extreme fire danger ratings increasing by some 4-25% by 2020, and 15-70% by 2050.

The agencies’ Climate Change in Australia report cites the example of Canberra which may be looking at an annual average of 26-29 very high or extreme fire danger days by 2020 and 28-38 days by 2050.

Tim Flannery on Australian bushfires

Australian mammalogist and writer Tim Flannery on the Australian bushfires in a Guardian article Australian bushfires: when two degrees is the difference between life and death:

The day after the great fire burned through central Victoria, I drove from Sydney to Melbourne. For much of the way – indeed for hundreds of miles north of the scorched ground – smoke obscured the horizon, entering my air conditioned car and carrying with it that distinctive scent so strongly signifying death, or to Aboriginal people, cleansing.

It was as if a great cremation had taken place. I didn’t know then how many people had died in their cars and homes, or while fleeing the flames, but by the time I reached the scorched ground just north of Melbourne, the dreadful news was trickling in. At first I heard that 70 people had died, then 108. Then 170. While the precise number of victims is yet to be ascertained, the overall situation at least is now clear. Australia has suffered its worst recorded peacetime loss of life. And the trauma will be with us forever.

I was born in Victoria, and over five decades I’ve watched as the state has changed. The long, wet and cold winters that seemed so insufferable to me as a young boy wishing to play outside vanished decades ago, and for the past 12 years a new, drier climate has established itself. I could measure its progress whenever I flew into Melbourne airport. Over the years the farm dams under the flight path filled ever less frequently, while the suburbs crept ever further into the countryside, their swimming pools seemingly oblivious to the great drying.

Climate modelling has clearly established that the decline of southern Australia’s winter rainfall is being caused by a build-up of greenhouse gas, much of it from the burning of coal. Ironically, Victoria has the most polluting coal-fed power plant on Earth, while another of its coal plants was threatened by the fire. There’s evidence that the stream of global pollution caused a step-change in climate following the huge El Niño event of 1998. Along with the dwindling rainfall has come a desiccation of the soil, and more extreme summer temperatures.

This February, at the zenith of a record-breaking heatwave with several days over 40C, Melbourne recorded its hottest day ever – a suffocating 46.4C, with even higher temperatures occurring in rural Victoria. This extreme coincided with exceptionally strong northerly winds, which were followed by an abrupt southerly change. This brought a cooling, but it was the shift in wind direction that caught so many in a deadly trap. Such conditions have occurred before. In 1939 and 1983 they led to dangerous fires. But this time the conditions were more extreme than ever before, and the 12-year “drought” meant that plant tissues were almost bone dry.

Despite narrowly missing the 1983 Victorian fires, and then losing a house to the 1994 Sydney bushfires, I had not previously appreciated the difference a degree or two of additional heat, and a dry soil, can make to the ferocity of a fire. This fire was quantatively different from anything seen before. Strategies that are sensible in less extreme conditions, such as staying to defend your home or fleeing in a car when you see flames, become fatal options under such oven-like circumstances. Indeed, there are few safe options in such conditions, except to flee at the first sign of smoke.

My country is still in shock at the loss of so many lives. But inevitably we will look for lessons from this natural tragedy. The first such lesson I fear is that we must anticipate more such terrible blazes in future, for the world’s addiction to burning fossil fuels goes on unabated, with 10 billion tonnes being released last year alone. And there is now no doubt that the pollution is laying the preconditions necessary for more such blazes.

When he ratified the Kyoto protocol, Australia’s prime minister Kevin Rudd called climate change the greatest threat facing humanity. Shaken, and clearly a man who has seen things none of us should see, he has now had the eye-witness proof of his words. We can only hope now that Australia’s climate policy, which is weak, is significantly strengthened.

After ignoring the Kyoto protocol for years, just months ago we committed to a reduction in pollution of a mere 5% by 2020 over 2000 levels, with the possibility of increasing that to 15% if a successful treaty comes out at Copenhagen later this year. Our national goal is a 60% reduction in emissions by 2050, but such targets are easy to articulate if the bulk of the work must be done by future governments.

As the worst greenhouse polluters, per capita, of any developed nation, there is an urgent need for Australians to reduce our dependency on coal. I believe that if we want to give ourselves the best chance of avoiding truly dangerous climate change, we should cease burning coal conventionally by around 2030. No such policy is currently being contemplated. Instead, as perhaps anyone would, Australians have been focusing on the immediate cause of some of the fires.

Rudd has said that the arsonists suspected of lighting some fires are guilty of mass murder, and the police are busy chasing down these malefactors. But there’s an old saying among Australian fire fighters — “whoever owns the fuel, owns the fire”. Let’s hope that Australians ponder the deeper causes of this horrible tragedy, and change our polluting ways before it’s too late.

The deadly Australian bushfires appear to have been so deadly because they were unusual.  The fires caught people before they new it was coming, and unlike many fires they were too strong to fight.  What made these fires unusual?  At first look it seems to be a combination of a lack of social memory, fuel accumulation, and climate change – that together reduced community resilience to fire.

Australia has a national fire-preparedness policy, perhaps uniquely, of encouraging people to either “stay and defend or leave early”. But as the tragedy continues to unfurl there will be increasing pressure to reexamine a policy developed for conditions that existed half a century ago.

The rationale behind the policy is that if you have a fire plan in place – that is, you have a water source, a pump that is not dependent on the power supply, you have ember-proofed your house, and so on – it is safer to stay and let the front pass over, than to leave at the last moment. And historically, it is true that most houses lost in bush fires have burnt because of defendable ember-strikes rather than direct contact with the fire, and most deaths have been due last-minute evacuations.

But conditions have changed. Southern Australia’s epic 12-year drought, higher temperatures due to climate change, and less “prescribed” burning to remove the plant life that acts as fuel, all combine to increase the risk of extreme fire. This year already, we’ve had several days in the mid-40s that have burnt leaves off trees, and squeezed the last drops of moisture out of already tinder-dry bush. One survivor described the ground underfoot prior to the fires going through as “like walking on cornflakes”.

Under those conditions, a fire plan may simply not be enough, as Victoria’s premier John Brumby told the Fairfax Radio Network today: “There is no question that there were people there who did everything right, put in place their fire plan and it wouldn’t matter, their house was just incinerated.” Brumby wants the policy rexamined.

People have changed too. Small towns like devastated Marysville – 90 minutes’ drive northeast of Melbourne – as well as the ever-expanding fire-prone city fringes, are as likely to be home to retirees and “treechangers” (city people who move to the country for a life change) as they are to families with generations of bushfire experience.

One of the commonest reasons for people who intend to stay and defend their properties to change their mind and leave at the last moment is that with no direct experience of fire they are not prepared psychologically.

According to Robert Heath, a psychologist at the University of South Australia in Adelaide, they don’t bank on the overwhelming heat, the lack of contact with the outside world, the darkness, or the noise: loud and like a huge blowtorch, apparently. Perhaps it’s not surprising then, that many people who lost their lives are thought to have done so while fleeing in their cars.
