Slow variables that shape bushfire resilience

Current climate projections point to an increase in fire-weather risk from warmer and drier conditions.

Two simulations used by Australia’s lead scientific agency, CSIRO, and the Australian Bureau of Meteorology point to the number of days with very high and extreme fire danger ratings increasing by some 4-25% by 2020, and 15-70% by 2050.

The agencies’ Climate Change in Australia report cites the example of Canberra which may be looking at an annual average of 26-29 very high or extreme fire danger days by 2020 and 28-38 days by 2050.

Tim Flannery on Australian bushfires

The day after the great fire burned through central Victoria, I drove from Sydney to Melbourne. For much of the way – indeed for hundreds of miles north of the scorched ground – smoke obscured the horizon, entering my air conditioned car and carrying with it that distinctive scent so strongly signifying death, or to Aboriginal people, cleansing.

It was as if a great cremation had taken place. I didn’t know then how many people had died in their cars and homes, or while fleeing the flames, but by the time I reached the scorched ground just north of Melbourne, the dreadful news was trickling in. At first I heard that 70 people had died, then 108. Then 170. While the precise number of victims is yet to be ascertained, the overall situation at least is now clear. Australia has suffered its worst recorded peacetime loss of life. And the trauma will be with us forever.

I was born in Victoria, and over five decades I’ve watched as the state has changed. The long, wet and cold winters that seemed so insufferable to me as a young boy wishing to play outside vanished decades ago, and for the past 12 years a new, drier climate has established itself. I could measure its progress whenever I flew into Melbourne airport. Over the years the farm dams under the flight path filled ever less frequently, while the suburbs crept ever further into the countryside, their swimming pools seemingly oblivious to the great drying.

Climate modelling has clearly established that the decline of southern Australia’s winter rainfall is being caused by a build-up of greenhouse gas, much of it from the burning of coal. Ironically, Victoria has the most polluting coal-fed power plant on Earth, while another of its coal plants was threatened by the fire. There’s evidence that the stream of global pollution caused a step-change in climate following the huge El Niño event of 1998. Along with the dwindling rainfall has come a desiccation of the soil, and more extreme summer temperatures.

This February, at the zenith of a record-breaking heatwave with several days over 40C, Melbourne recorded its hottest day ever – a suffocating 46.4C, with even higher temperatures occurring in rural Victoria. This extreme coincided with exceptionally strong northerly winds, which were followed by an abrupt southerly change. This brought a cooling, but it was the shift in wind direction that caught so many in a deadly trap. Such conditions have occurred before. In 1939 and 1983 they led to dangerous fires. But this time the conditions were more extreme than ever before, and the 12-year “drought” meant that plant tissues were almost bone dry.

Despite narrowly missing the 1983 Victorian fires, and then losing a house to the 1994 Sydney bushfires, I had not previously appreciated the difference a degree or two of additional heat, and a dry soil, can make to the ferocity of a fire. This fire was quantatively different from anything seen before. Strategies that are sensible in less extreme conditions, such as staying to defend your home or fleeing in a car when you see flames, become fatal options under such oven-like circumstances. Indeed, there are few safe options in such conditions, except to flee at the first sign of smoke.

My country is still in shock at the loss of so many lives. But inevitably we will look for lessons from this natural tragedy. The first such lesson I fear is that we must anticipate more such terrible blazes in future, for the world’s addiction to burning fossil fuels goes on unabated, with 10 billion tonnes being released last year alone. And there is now no doubt that the pollution is laying the preconditions necessary for more such blazes.

When he ratified the Kyoto protocol, Australia’s prime minister Kevin Rudd called climate change the greatest threat facing humanity. Shaken, and clearly a man who has seen things none of us should see, he has now had the eye-witness proof of his words. We can only hope now that Australia’s climate policy, which is weak, is significantly strengthened.

After ignoring the Kyoto protocol for years, just months ago we committed to a reduction in pollution of a mere 5% by 2020 over 2000 levels, with the possibility of increasing that to 15% if a successful treaty comes out at Copenhagen later this year. Our national goal is a 60% reduction in emissions by 2050, but such targets are easy to articulate if the bulk of the work must be done by future governments.

As the worst greenhouse polluters, per capita, of any developed nation, there is an urgent need for Australians to reduce our dependency on coal. I believe that if we want to give ourselves the best chance of avoiding truly dangerous climate change, we should cease burning coal conventionally by around 2030. No such policy is currently being contemplated. Instead, as perhaps anyone would, Australians have been focusing on the immediate cause of some of the fires.

Rudd has said that the arsonists suspected of lighting some fires are guilty of mass murder, and the police are busy chasing down these malefactors. But there’s an old saying among Australian fire fighters — “whoever owns the fuel, owns the fire”. Let’s hope that Australians ponder the deeper causes of this horrible tragedy, and change our polluting ways before it’s too late.

Notes on desiging social-ecological systems

Pruned on the rehabilitation of degraded landscapes presents Pedreres de s’Hostal:

Pedreres de s’Hostal is a disused stone quarry on the island of Minorca, Spain. In 1994, the quarry saw its last stonecutters, and since then, the non-profit organization Líthica has been hard at work transforming this industrial landscape into a post-industrial heritage park.

Conservation Magazine’s Journal Watch reports on a recent paper Willis, S.G. et al. 2009. Assisted colonization in a changing climate: a test-study using two U.K. butterflies. Conservation Letters DOI:  10.1111/j.1755-263X.2008.00043.x, which describes a successful assisted colonization:

Based on climate models and a survey of suitable habitats, scientists introduced 500 to 600 individuals of two butterfly species to new sites in England, miles away from what were, in 1999 and 2000, the northern limits of their natural ranges. After monitoring for six years, they found that both introduced populations grew and expanded their turf from the point of release, similarly to newly colonized natural areas.

The butterflies’ success outside of their usual limits suggests that their naturally shifting distributions had been lagging behind the pace of climate warming, the researchers conclude. The results also bode well for the careful use of this sometimes controversial technique for other species threatened by climate change. After all, wildlife can only run so fast and for those species moving up mountains to escape the heat, there’s only so far they can go.

MacArthur Foundation granting $2 million to help ecosystems and human communities adapt to the effects of climate change. On Gristmill:

the IUCN and the World Wildlife Fund — will use it to establish a new Ecosystems and Livelihoods Adaptation Network. Details on the network are still being hashed out, but it’s intended to be a resource for promoting best practices to conservation groups, governments, and others. It will aid projects such as creating protected corridors to help mountain-dwelling animals migrate to higher elevations and restoring natural barriers on coastlines, such as mangrove forests.

On Gristmill, futurist Jamais Cascio posts his recent reflections on geo-engineering in response to the detailed comparison between different geoengineering strategies a writes Geoengineering is risky but likely inevitable, so we better start thinking it through:

If we start to see faster-than-expected increases in temperature, deadly heat waves and storms, crop failures and drought, the pressure to do something will be enormous. Desperation is a powerful driver. Desperation plus a (relatively) low-cost response, coupled with quick (if not necessarily dependable) benefits, can become an unstoppable force.

If we don’t want to see geoengineering deployed, we have to get our carbon emissions down as rapidly and as widely as possible. If we don’t — if our best efforts aren’t enough against decades of carbon growth and temperature inertia — we will see efforts to do something, anything, to avoid global catastrophe.

On Worldchanging Alex Steffen argues that Geoengineering Megaprojects are Bad Planetary Management:

Many of us oppose geoengineering megaprojects, not because we are afraid of science or technology (indeed, most bright green environmentalists believe you can’t win this fight without much more science and technology), but because these kinds of megaprojects are bad planetary management.

It’s bad planetary management to take big chances with a high probability of “epic fail” outcomes (like emptying the sea of life through ocean acidification). It’s bad planetary management to build large, singular and brittle projects when small, multiple and resilient answers exist and will suffice if employed. It’s bad planetary management to assume that this time — unlike essentially every other large-scale intervention in natural systems in recorded history — we’ll get it right and pull it off without unintended consequences.

Stephen Pyne on the Australian fires

American fire historian Stephen Pyne comments in The Australian on the current Australian fires in Bushfire leader becomes laggard:

Australia knows better. It developed many key concepts of fire ecology and models of bushfire behaviour. It pioneered landscape-scale prescribed burning as a method of bushfire management. It devised the protocol for structure protection in the bush, especially the ingenious stratagem of leaving early or staying, preparing and defending. In recent decades it has beefed up active suppression capabilities and emergency services.

… Yet Australia keeps enduring the same Sisyphean cycle of calamitous conflagrations in the same places. It isn’t translating what it knows into its practices. It seems to be abandoning its historic solutions for the kind of telegenic suppression operations and political theatre that have failed elsewhere. Even when controlled burning is accepted in principle, there always seems a reason not to burn in this place or at this time. So the burning gets outsourced to lightning, accident and arson.

It’s too early to identify the particulars behind the latest catastrophe. But it’s likely that investigation will point to the same culprits, perhaps aggravated by climate change and arson. Both are relevant, but both are potential distractions.

Global warming might magnify outbreaks, but it would mean a change in degree, not in kind; and its effects must in any case be absorbed by the combustible cover.

Arson can put fire in the worst place at the worst time, but its power depends on the capacity to spread and to destroy susceptible buildings.

Yet neither is fundamental. With or without global warming or arson, damaging fires will come, spread as the landscape allows and inflict damage as structures permit. And it is there – with how Australians live on the land – that reform must go.

Australia will have fire, and it will recycle the conditions that can leverage small flames into holocausts. The choice is whether skilled people should backburn or leave fire-starting to lightning, clumsies and crazies.

After the 1939 Black Friday conflagration, a royal commission set into motion the modern era of bushfire management. At the time the official ambition of state-sponsored conservation was to eliminate fire as far as possible, and through fire exclusion alter the character of the landscape so it would become less fire prone. Leonard Stretton asked the nation’s forester why he continued to hold this view when it had never succeeded, when bushfires had inevitably wiped out his every repeated effort. Wryly, Stretton mocked the absurdity of those who sought to make sunburnt Australia into green England.

Black SaturdayII will yield another royal commission. Much has changed in 70 years; Australians are more urban, more sensitive to environmental issues, keener to protect unique ecological assets. Yet perhaps they are substituting another, more modern delusion: striving to remake the burning bush into an unburnt Oz, only to find this vision also repeatedly obliterated by remorseless fire.

Good points, but I think he under-states the change in settlement patterns, as increasing number of people live in ex-urban areas that complicate fire management, and also the risk that climate change produces a disequilibrium between vegetation and climate that can result in much larger than fires one would observe in an equilibrium climate.

The deadly Australian bushfires appear to have been so deadly because they were unusual.  The fires caught people before they new it was coming, and unlike many fires they were too strong to fight.  What made these fires unusual?  At first look it seems to be a combination of a lack of social memory, fuel accumulation, and climate change – that together reduced community resilience to fire.

Australia has a national fire-preparedness policy, perhaps uniquely, of encouraging people to either “stay and defend or leave early”. But as the tragedy continues to unfurl there will be increasing pressure to reexamine a policy developed for conditions that existed half a century ago.

The rationale behind the policy is that if you have a fire plan in place – that is, you have a water source, a pump that is not dependent on the power supply, you have ember-proofed your house, and so on – it is safer to stay and let the front pass over, than to leave at the last moment. And historically, it is true that most houses lost in bush fires have burnt because of defendable ember-strikes rather than direct contact with the fire, and most deaths have been due last-minute evacuations.

But conditions have changed. Southern Australia’s epic 12-year drought, higher temperatures due to climate change, and less “prescribed” burning to remove the plant life that acts as fuel, all combine to increase the risk of extreme fire. This year already, we’ve had several days in the mid-40s that have burnt leaves off trees, and squeezed the last drops of moisture out of already tinder-dry bush. One survivor described the ground underfoot prior to the fires going through as “like walking on cornflakes”.

Under those conditions, a fire plan may simply not be enough, as Victoria’s premier John Brumby told the Fairfax Radio Network today: “There is no question that there were people there who did everything right, put in place their fire plan and it wouldn’t matter, their house was just incinerated.” Brumby wants the policy rexamined.

People have changed too. Small towns like devastated Marysville – 90 minutes’ drive northeast of Melbourne – as well as the ever-expanding fire-prone city fringes, are as likely to be home to retirees and “treechangers” (city people who move to the country for a life change) as they are to families with generations of bushfire experience.

One of the commonest reasons for people who intend to stay and defend their properties to change their mind and leave at the last moment is that with no direct experience of fire they are not prepared psychologically.

According to Robert Heath, a psychologist at the University of South Australia in Adelaide, they don’t bank on the overwhelming heat, the lack of contact with the outside world, the darkness, or the noise: loud and like a huge blowtorch, apparently. Perhaps it’s not surprising then, that many people who lost their lives are thought to have done so while fleeing in their cars.

Hunting drives rapid evolutionary change

The Fastest Way to Change a Species: Start Eating It from Science Now reports on a new PNAS paper by Chris Darimont et al (doi:10.1073/pnas.0809235106) that shows that human harvesting is driving rapid evolutionary change in many species:

According to a new analysis, the rate at which hunted and harvested species are changing their size and breeding schedules is unmatched in natural systems. Ecologists say the results point to errors in the way we manage fisheries and other harvested populations.

Researchers have noted rapid changes in heavily exploited fish and other species since the 1970s. To name one famous example, adult Atlantic cod (Gadus morhua) have decreased 20% in size over the past 30 years, and females now reproduce a year earlier than they used to (ScienceNOW, 31 January 2007). Although such hunting-induced alterations seem rapid, evolutionary biologist Chris Darimont of the University of Victoria in Canada, and colleagues wanted to determine whether they outpace changes in nonharvested organisms.

The team compiled 34 scientific papers that measured shifts over time in exploited species’ breeding schedules, overall size, or size of specific body parts. The studies included 29 species–mostly fish but also a few invertebrates, mammals, and plants. The team compared these studies with two databases: one for species such as Galápagos finches that had changed through natural selection and one for nonhunted species exposed to other human influences such as pollution or introduction to new habitats. All three categories included some rapid modifications, so “comparing the databases was kind of a showdown,” Darimont says.

Hunted organisms won hands down … Exploited species transformed on average three times faster than those in natural systems and 50% faster than species subject to other human interference. Moreover, almost all the exploited species–from bighorn sheep to the Himalayan snow lotus– were shrinking, breeding earlier, or both.

The human custom of taking a large percentage of the prey population and targeting the largest individuals–as with cod fishing–favors small individuals that breed before reaching trophy size, says Darimont. “[It’s a] perfect recipe for rapid trait change.” And it’s also bad news for the food supply: Smaller sizes and altered breeding schedules could decrease species’ abundance, hinder their ability to recover from exploitation, and ripple through ecosystems by altering interactions with predators and competitors. “When you start monkeying around with links in food webs,” Darimont warns, “there could be devastating results.”

Pedestrians and Urban Life: lessons from Copenhagen

Mr. Gehl’s core message remains so simple it sounds almost like a proverb. It goes like this: “Cultures and climates differ all over the world, but people are the same. They will gather in public if you give them a good place to do it.”

Urban sustainability rarely seems so straightforward, ensnarled as it is in thorny issues of land use and energy consumption, housing prices and unemployment rates, roads and transit lines, density and sprawl. In many of the world’s cities, however – North American cities in particular – there might be no single problem that encompasses them all as fully as the decision made after World War II to give top priority to the automobile in every urban quarter and under essentially every circumstance. And as Mr. Gehl’s clients are learning, there is no more economical or efficient way to begin sorting out this knot of problems than to simply restore people to their rightful place above cars in the urban hierarchy.

If the pedestrianization movement has a birthplace, it is Mr. Gehl’s hometown, the cozy Danish capital of Copenhagen. Regarded as recently as the 1950s as a dull provincial burgh, utterly overshadowed by dynamic metropolises like Paris and Rome, Copenhagen now routinely tops international quality of life rankings. …

Kenya’s elephants send text messages to rangers

The text message from the elephant flashed across Richard Lesowapir’s screen: Kimani was heading for neighboring farms.

The huge bull elephant had a long history of raiding villagers’ crops during the harvest, sometimes wiping out six months of income at a time. But this time a mobile phone card inserted in his collar sent rangers a text message. Lesowapir, an armed guard and a driver arrived in a jeep bristling with spotlights to frighten Kimani back into the Ol Pejeta conservancy.

Kenya is the first country to try elephant texting as a way to protect both a growing human population and the wild animals that now have less room to roam. …

The race to save Kimani began two years ago. The Kenya Wildlife Service had already reluctantly shot five elephants from the conservancy who refused to stop crop-raiding, and Kimani was the last of the regular raiders. The Save the Elephants group wanted to see if he could break the habit.

So they placed a mobile phone SIM card in Kimani’s collar, then set up a virtual “geofence” using a global positioning system that mirrored the conservatory’s boundaries. Whenever Kimani approaches the virtual fence, his collar texts rangers.

They have intercepted Kimani 15 times since the project began. Once almost a nightly raider, he last went near a farmer’s field four months ago.

It’s a huge relief to the small farmers who rely on their crops for food and cash for school fees. Basila Mwasu, a 31-year-old mother of two, lives a stone’s throw from the conservancy fence. She and her neighbors used to drum through the night on pots and pans in front of flaming bonfires to try to frighten the elephants away.

…the experiment with Kimani has been a success, and last month another geofence was set up in another part of the country for an elephant known as Mountain Bull. Moses Litoroh, the coordinator of Kenya Wildlife Service’s elephant program, hopes the project might help resolve some of the 1,300 complaints the Service receives every year over crop raiding.

Transfomation of the Klamath

Many rivers are more valuable without their dams.  Years ago it was unthinkable, but now dams are scheduled to be removed on the Klamath River.  Robert Service writes in Science News (Nov 13) Four Dams to Come Down:

A tentative agreement has been reached to begin decommissioning four dams on the Klamath River, an issue that has been a hotbed of controversy in recent years. The news was announced today by top officials with the U.S. Department of Interior, the states of California and Oregon, and the utility company PacifiCorp. If the deal goes through, it’s expected to mark the largest dam-removal project ever undertaken.

The agreement marks a major shift in bitter battles over water that have racked the Klamath Basin in recent years and often placed scientists in the center (see Science, 4 April 2003, p. 36). PacifiCorp had been seeking to relicense its dams, and the Bush Administration has long opposed dam removal. The Klamath, which flows from the central portion of southern Oregon to the coast of northern California, is the third most important river for salmon in the West behind the Columbia and Sacramento rivers. Dams along the river provide cheap renewable energy, as well as vital irrigation water for farmers. A drought in 2001 led federal officials to shut off irrigation water, a move that sparked widespread conflicts among farmers, fishermen, and conservationists. With irrigation restored the following year, low river levels contributed to a disease outbreak that killed at least 33,000 salmon, according to a 2004 report by the California Department of Fish and Game.

In the NYTimes, Felicity Barringer writes:

All the parties had coped with worst-case situations in the past decade. In 2001, irrigators had their water shut off, crippling agricultural production. In the dry year of 2002, the Interior Department ordered water distributed to irrigators and tens of thousands of salmon in the Klamath died; in 2007, low salmon populations in the Klamath led to sharply curtailed commercial fishing.

“After living through moments that would tax the character of most anyone, the good people of the basin came together,” Mr. Kempthorne said.

The agreement also sets out a requirement for several years of scientific analysis of how removing the dams would affect water quality and fish habitat. The aim is to ensure that the environmental impact of the release of sediment would not be worse than leaving the dams in place. The oldest dam was installed more than a century ago.
