Economics of ecosystems and biodiversity study available

Climate Issues UpdateThe Economics of Ecosystems and Biodiversity study (TEEB) is synthesizing information on the economics  of conservation of ecosystems and biodiversity, attempting to do for Biodiversity what the Stern report has done for climate change.

The study is drawing on expertise from around the world to evaluate the costs of the loss of biodiversity and the associated decline in ecosystem services worldwide, and to compare them with the costs of effective conservation and sustainable use.  The intent of the study is to sharpen awareness of the value of biodiversity and ecosystem services and facilitate the development of effective policy, as well as engaged business and citizen responses.

Their report for policy maker was released in Nov 2009, they write that it:

underlines the urgency of action, as well as the benefits and opportunities that will arise as a result of taking such action. The report shows that the cost of sustaining biodiversity and ecosystem services is lower than the cost of allowing biodiversity and ecosystem services to dwindle. It demonstrates how we can take into account the value of ecosystems and biodiversity in policy decisions and identify and support solutions, new instruments, and wider use of existing tool in order to pioneer a way forward. In so doing, the report addresses the needs of policy-makers and those in the policy-making process.

Climate vs. Tobacco

Tobacco and public health researcher Maria Nilsson and others have a Comment in the Lancet Climate policy: lessons from tobacco control (doi:10.1016/S0140-6736(09)61959-0) in which they compare the policy response to the public health problems of tobacco to climate policy:

Controlling tobacco use is the highest immediate priority for global health, while climate change is the biggest threat to health in the medium and long term. The longstanding efforts to control the impact of the tobacco industry have important lessons for climate control.

Both health threats are underpinned by scientific evidence of increasing robustness. …
There are many similarities between tobacco use and climate change. In addition to causing huge damage to population health, both cause substantial adverse social, economic, equity, and gender effects. Both have long lead times between cause and effect, and both require long-term policies and monitoring systems. The number of countries implementing the policies effectively is far too low. Negative effects are increasing over time and will have greatest effects in low-income countries and poor populations. Both issues are influenced by strong vested interests; moreover, delaying tactics and the use of “junk science” by opponents of change have impeded effective policies.

Climate change can be compared to passive smoking because those who generate the damage are not the same people as those who suffer (in the case of tobacco) or the same country (in the case of climate change); greenhouse gases are the largest externality the world has ever experienced.

Externalities require public policy intervention because markets cannot and will not deal with them. As with tobacco use, climate change requires local action informed by local circumstances. But in both cases, solutions ultimately depend on globally coordinated policies.

There are also important differences. The health damage due to smoking accrues either directly to smokers or indirectly to others through passive smoking. The effects from climate change will be global; those countries responsible for the most cumulative emissions are much less damaged than those who suffer most from the health effects.

There are important lessons from tobacco control for climate policy. The existing research base calls for urgent, comprehensive, and sustained action. Political will and strong leadership are required for both areas: implementing effective tobacco control policies has taken decades and is far from complete. Additional funding to support action in low-income countries is in the interest of all. The main lesson from tobacco for the Copenhagen conference is that delay in agreeing on international policy and poor implementation will cost countless lives. We must act now in the interests of future generations.

Agro-colonialism and/or Agricultural development?

The New York Times Magazine has an article by Andrew Rice Is There Such a Thing as Agro-Imperialism? on new mega-investments in agricultural land in Africa.

This type of activity featured in the Millennium Ecosystem Assessment‘s TechnoGarden scenario as something that can have complicated ecological and social consequences. These investments often displace small scale farmers, but can greatly increase yields.  Indirectly they can benefit local people enhancing local agricultural infrastructure, skills, and economic opportunities – or they can just degrade local ecosystems for external benefit.  The article sets the stage and provides some examples from Ethiopia:

Investors who are taking part in the land rush say they are confronting a primal fear, a situation in which food is unavailable at any price. Over the 30 years between the mid-1970s and the middle of this decade, grain supplies soared and prices fell by about half, a steady trend that led many experts to believe that there was no limit to humanity’s capacity to feed itself. But in 2006, the situation reversed, in concert with a wider commodities boom. Food prices increased slightly that year, rose by a quarter in 2007 and skyrocketed in 2008. Surplus-producing countries like Argentina and Vietnam, worried about feeding their own populations, placed restrictions on exports. American consumers, if they noticed the food crisis at all, saw it in modestly inflated supermarket bills, especially for meat and dairy products. But to many countries — not just in the Middle East but also import-dependent nations like South Korea and Japan — the specter of hyperinflation and hoarding presented an existential threat.

“When some governments stop exporting rice or wheat, it becomes a real, serious problem for people that don’t have full self-sufficiency,” said Al Arabi Mohammed Hamdi, an economic adviser to the Arab Authority for Agricultural Investment and Development. Sitting in his office in Dubai, overlooking the cargo-laden wooden boats moored along the city’s creek, Hamdi told me his view, that the only way to assure food security is to control the means of production.

Hamdi’s agency, which coordinates investments on behalf of 20 member states, has recently announced several projects, including a tentative $250 million joint venture with two private companies, which is slated to receive heavy subsidies from a Saudi program called the King Abdullah Initiative for Saudi Agricultural Investment Abroad. He said the main fields of investment for the project would most likely be Sudan and Ethiopia, countries with favorable climates that are situated just across the Red Sea. Hamdi waved a sheaf of memos that had just arrived on his desk, which he said were from another partner, Sheik Mansour Bin Zayed Al Nahyan, a billionaire member of the royal family of the emirate of Abu Dhabi, who has shown interest in acquiring land in Sudan and Eritrea. “There is no problem about money,” Hamdi said. “It’s about where and how.”

All through the Rift Valley region, my travel companion, an Ethiopian economist, had taken to pointing out all the new fence posts, standing naked and knobby like freshly cut saplings — mundane signifiers, he said, of the recent rush for Ethiopian land. … Behind it, we could glimpse a vast expanse of dark volcanic soil, recently turned over by tractors. “So,” said my guide, “this belongs to the sheik.”

He meant Sheik Mohammed Al Amoudi, a Saudi Arabia-based oil-and-construction billionaire who was born in Ethiopia and maintains a close relationship with the Ethiopian Prime Minister Meles Zenawi’s autocratic regime. (Fear of both men led my guide to say he didn’t want to be identified by name.) Over time, Al Amoudi, one of the world’s 50 richest people, according to Forbes, has used his fortune and political ties to amass control over large portions of Ethiopia’s private sector, including mines, hotels and plantations on which he grows tea, coffee, rubber and japtropha, a plant that has enormous promise as a biofuel. Since the global price spike, he has been getting into the newly lucrative world food trade.

Ethiopia might seem an unlikely hotbed of agricultural investment. To most of the world, the country is defined by images of famine: about a million people died there during the drought of the mid-1980s, and today about four times that many depend on emergency food aid. But according to the World Bank, as much as three-quarters of Ethiopia’s arable land is not under cultivation, and agronomists say that with substantial capital expenditure, much of it could become bountiful. Since the world food crisis, Zenawi, a former Marxist rebel who has turned into a champion of private capital, has publicly said he is “very eager” to attract foreign farm investors by offering them what the government describes as “virgin land.” …

By far the most powerful opposition, however, surrounds the issue of land rights — a problem of historic proportions in Ethiopia. Just down the road from the farm on Lake Ziway, I caught sight of a gray-bearded man wearing a weathered pinstripe blazer, who was crouched over a ditch, washing his shoes. I stopped to ask him about the fence, and before long, a large group of villagers gathered around to tell me a resentful story. Decades ago, they said, during the rule of a Communist dictatorship in Ethiopia, the land was confiscated from them. After that dictatorship was overthrown, Al Amoudi took over the farm in a government privatization deal, over the futile objections of the displaced locals. The billionaire might consider the land his, but the villagers had long memories, and they angrily maintained that they were its rightful owners.

Jon Foley argues for the integration of industrial and organic agriculture to meet the challenge of rising demand for agriculture production in a turbulent world in Room for Debate Blog on Can Biotech Food Cure World Hunger?

… Currently, there are two paradigms of agriculture being widely promoted: local and organic systems versus globalized and industrialized agriculture. Each has fervent followers and critics. Genuine discourse has broken down: You’re either with Michael Pollan or you’re with Monsanto. But neither of these paradigms, standing alone, can fully meet our needs.

Organic agriculture teaches us important lessons about soils, nutrients and pest management. And local agriculture connects people back to their food system. Unfortunately, certified organic food provides less than 1 percent of the world’s calories, mostly to the wealthy. It is hard to imagine organic farming scaling up to feed 9 billion.

Pest control plays a crucial role in agriculture and even in our homes and offices, ensuring a safe and healthy environment. Whether it’s protecting crops from destructive pests or maintaining a pest-free living space, effective pest control practices are essential. Organizations like www.safepestcontrol.net.au provide valuable expertise and services in pest management, employing sustainable and environmentally friendly methods to address pest-related challenges. Integrating these practices into both agricultural and domestic settings can help us strike a balance between preserving crops and creating a safe living environment. Globalized and industrialized agriculture have benefits of economic scalability, high output and low labor demands. Overall, the Green Revolution has been a huge success. Without it, billions of people would have starved. However, these successes have come with tremendous environmental and social costs, which cannot be sustained.

Rather than voting for just one solution, we need a third way to solve the crisis. Let’s take ideas from both sides, creating new, hybrid solutions that boost production, conserve resources and build a more sustainable and scalable agriculture.

There are many promising avenues to pursue: precision agriculture, mixed with high-output composting and organic soil remedies; drip irrigation, plus buffer strips to reduce erosion and pollution; and new crop varieties that reduce water and fertilizer demand. In this context, the careful use of genetically modified crops may be appropriate, after careful public review.

A new “third way” for agriculture is not only possible, it is necessary. Let’s start by ditching the rhetoric, and start bridging the old divides. Our problems are huge, and they will require everyone at the table, working together toward solutions.

The need for balance and scale in agriculture is essential for creating sustainable and equitable food systems. It requires understanding the complexities and interconnections of the global food system, while also valuing the importance of local food systems. One way to gain a deeper understanding of these issues is by paying a visit to the local farms and speaking with farmers to learn about their practices and challenges. This can help us appreciate the diversity of agriculture and inspire new solutions that balance economic, social, and environmental considerations.

Moreover, finding a balance between globalized and local food systems can also help address issues of food insecurity and hunger. While globalized agriculture can produce large quantities of food, it often fails to reach the most vulnerable populations due to issues such as distribution, affordability, and access. On the other hand, local food systems can provide fresh and nutritious food to communities, but may not have the capacity to produce enough food to meet the needs of a growing population. By visiting local farms and working with farmers to increase their productivity and access to markets, we can create a more resilient and equitable food system that benefits everyone

Uncertainty and climate change

Australian Economist, John Quiggin points out that uncertainty should increase intensity of climate change action.  He writes

…it’s a straightforward implication of standard economic analysis that the more uncertainty is the rate of climate change the stronger is the optimal policy response. That’s because, in the economic jargon, the damage function is convex. To explain this, think about the central IPCC projection of a 3.5 degrees increase in global mean temperature, which would imply significant but moderate economic damage (maybe a long-run loss of 5-10 per cent of GDP, depending on how you value ecosystem effects). In the most optimistic case, that might be totally wrong – there might be no warming and no damage. But precisely because this is a central projection it implies an equal probability that the warming will be 7 degrees, which would be utterly catastrophic. So, a calculation that takes account of uncertainty implies greater expected losses from inaction and therefore a stronger case for action. This is partly offset by the fact that we will learn more over time, so an optimal plan may involve an initial period where the reduction in emissions is slower, but there is an investment in capacity to reduce emissions quickly if the news is bad. This is why its important to get an emissions trading scheme in place, with details that can be adjusted later, rather than to argue too much about getting the short term parts of the policy exactly right.

Anyway, back to my main point. The huge scientific uncertainty about the cost of inaction has obscured a surprisingly strong economic consensus about the economic cost of stabilising global CO2 concentrations at the levels currently being debated by national governments, that is, in the range 450-550 ppm. The typical estimate of costs is 2 per cent of global income, plus or minus 2 per cent. There are no credible estimates above 5 per cent, and I don’t think any serious economist believes in a value below zero (that is, a claim that we could eliminate most CO2 emissions using only ‘no regrets’ policies).

For anyone who, like me, is confident that the expected costs of doing nothing about emissions, relative to stabilisation, are well above 5 per cent of global income that makes the basic choice an easy one.

Global change and missing institutions

In  Science Policy Forum, Brian Walker and others have a policy forum in Looming Global-Scale Failures and Missing Institutions, in which they argue that the the global order of nation-state’s has improved the well-being of many people at the cost of global resilience, and that building global resilience requires more interaction among existing global institutions, as well as new institutions, to help construct and maintain a global-scale social contract.  They write:

Energy, food, and water crises; climate disruption; declining fisheries; increasing ocean acidification; emerging diseases; and increasing antibiotic resistance are examples of serious, intertwined global-scale challenges spawned by the accelerating scale of human activity. They are outpacing the development of institutions to deal with them and their many interactive effects. The core of the problem is inducing cooperation in situations where individuals and nations will collectively gain if all cooperate, but each faces the temptation to take a free ride on the cooperation of others. The nation-state achieves cooperation by the exercise of sovereign power within its boundaries. The difficulty to date is that transnational institutions provide, at best, only partial solutions, and implementation of even these solutions can be undermined by international competition and recalcitrance.

…Of special importance are rules that apply universally, such as the peremptory, or jus cogens, norms proscribing activities like genocide or torture. Failure to stop genocide in Rwanda spurred efforts to establish a new “responsibility to protect” humanitarian norm (12). As threats to sustainability increase, norms for behavior toward the global environment are also likely to become part of the jus cogens set.

The responsibility to protect rests in the first instance with the state having sovereignty over its population. Only in the event that the state is unable or unwilling to protect its people are other states obligated to intervene. The challenge is not just to declare the principle but to ensure its acceptance and enforcement. Acceptance is needed for legitimacy, and enforcement will depend on whether states are willing to make the necessary sacrifices. If the responsibility to protect is to apply to the environment as well, these same challenges will need to be overcome. We use three examples to illustrate how institutional development might proceed.

Climate change. International climate agreements must be designed to align national and global interests and curb free-riding. Borrowing from the WTO architecture, the linkage between trade and the environment could be incorporated within a new climate treaty to enforce emission limits for trade-sensitive sectors. New global standards could establish a climate-friendly framework with supporting payments, e.g., for technology transfer, to encourage developing country participation. In this context, trade restrictions applied to non-participants would be legitimate and credible, because participating parties would not want nonparties to have trade advantages.

Coevolution of institutions offers a pathway to further progress. Recently, the Montreal Protocol strengthened its controls on hydrochlorofluorocarbons (HCFCs), manufacture of which produces hydrofluorocarbons (HFCs) as a by-product. HFCs do not affect ozone and are not controlled under the Montreal Protocol. However, they are greenhouse gases (GHGs), controlled under the Kyoto Protocol. The Montreal Protocol should now either be amended to control HFCs directly or else a new agreement, styled after the Montreal Protocol, should be developed under the Framework Convention to control HFCs.

High-seas fisheries. The Code of Conduct for Responsible Fisheries, which was adopted by the U.N. Food and Agriculture Organization in 1995 was a positive step, but because adherence is voluntary, it has had little effect. Another approach would be to develop a norm, akin to the responsibility to protect (12), requiring all states responsible for managing a fishery to intercede when a state fails to fulfill its obligations. Credible enforcement is a challenge, but efforts by major powers to enforce a U.N. General Assembly ban on large-scale drift-net fishing offers hope that an emerging norm can be enforced (13).

Drug resistance. Addressing drug resistance demands global standards. The International Health Regulations (IHRs) are an international legal instrument that is binding on 194 countries, including all the member states of the World Health Organization. It currently establishes minimum standards for infectious disease surveillance, but could be amended to promote standards for drug use. For example, monotherapy treatments for malaria are cheaper but more prone to encourage resistance in mosquitoes than combination therapy drugs. Their use should be limited in favor of the more expensive combination therapy drugs. One approach to global action would be an amendment to the IHRs that obligated all member countries to collective action to promote combination therapies, supported by global subsidies, and to discourage, or even prohibit, monotherapies (14).

Responses to Early Warning Signals for Critical Transitions paper

The recent paper by Marten Scheffer and other resilience researchers paper Early Warning Signals for Critical Transitions (doi:10.1038/nature08227) has been reported in a number of places including Time, USA Today, and Wired.  While many newspapers just reprint the press release, several articles add something.

A USA Today article Predicting tipping points before they occur quotes Brian Walker:

“This is a very important paper,” says Brian Walker, a fellow at the Stockholm Resilience Center at the University of Stockholm in Sweden.

“The big question they’re trying to answer is, how the hell do you know when it’s coming? Is there any way you can get an inkling of a looming threshold, something that might be a warning signal that you’re getting to one of the crucial transition points?”

Wired magazine article Scientists Seek Warning Signs for Catastrophic Tipping Points quotes several sceptical scientists:

“It’d be very nice if it were true that there were precursors for tipping points in all these diverse systems. It’d be even nicer if we could find these precursors. I want to believe it, but I’m not sure I do,” said Steven Strogatz, a Cornell University biomathematician who was not involved in the paper.

The difficulty of early detection is especially pronounced with markets. Computer models can replicate their bubble-and-crash behavior, but real markets — buffeted by political and social trends, and inevitably responding to the very act of prediction — are much cloudier.

“It is hard to find clear evidence of bifurcations and transitions, let alone find an early warning system to detect an upcoming crash,” said Cars Homme, an economic theorist at the University of Amsterdam.

The most promising evidence of useful early warning signs comes from grasslands, coral reefs and lakes. Vegetation-pattern-based early warning signs have been documented in several regions, and transition theory is already being used to guide land use in parts of Australia.

The U.S. Geological Survey is currently hunting through satellite imagery for signals of impending desertification at two sites in the Southwest. They’ve studied desertification there by painstakingly measuring local conditions and experimentally setting fires, removing grasses and controlling the fall of water. But so far, the vegetation patterns that indicated tipping points in the Kalahari haven’t shown up here, though this may be due to poor image quality rather than bad theory. The researchers are now looking for signals in on-the-ground measurements of vegetation changes.

“These things aren’t going to be foolproof. There will be false positives and false negatives, and people need to be aware of that,” said Carpenter. “There’s still a great deal of basic research going on to understand the indicators better. We’re still in the early days. But why not try? The alternative is to get repeatedly blindsided. The alternative is not appealing.”

Time magazine in Is There a Climate-Change Tipping Point? quotes co-author Steve Carpenter:

So, how do we know that change is at hand? The Nature researchers noticed one potential signal: the sudden variance between two distinct states within one system, known by the less technical term squealing. In an ecological system like a forest, for example, squealing might look like an alternation between two stable states — barren versus fertile — before a drought takes its final toll on the woodland and transforms it into a desert, at which point even monsoons won’t bring the field back to life. Fish populations seem to collapse suddenly as well — overfishing causes fluctuations in fish stocks until it passes a threshold, at which point there are simply too few fish left to bring back the population, even if fishing completely ceases. And even in financial markets, sudden collapses tend to be preceded by heightened trading volatility — a good sign to pull your money out of the market. “Heart attacks, algae blooms in lakes, epileptic attacks — every one shows this type of change,” says Carpenter. “It’s remarkable.” 

In climate terms, squealing may involve increased variability of the weather — sudden shifts from hot temperatures to colder ones and back again. General instability ensues and, at some point, the center ceases to hold. “Before we reached a climate tipping point we’d expect to see lots of record heat and record cold,” says Carpenter. “Every example of sudden climate change we’ve seen in the historical record was preceded by this sort of squealing.”

The hard part will be putting this new knowledge into action. It’s true that we have a sense of where some of the tipping points for climate change might lie — the loss of Arctic sea ice, or the release of methane from the melting permafrost of Siberia. But that knowledge is still incomplete, even as the world comes together to try, finally, to address the threat collectively. “Managing the environment is like driving a foggy road at night by a cliff,” says Carpenter. “You know it’s there, but you don’t know where exactly.” The warning signs give us an idea of where that cliff might be — but we’ll need to pay attention.

The Dark Side of Business Management

darksideMy colleague Emmanuel Raufflet has co-edited an timely new management book, The Dark Side: Critical Cases on the Downside of Business. The press release describes the book:

The discredit of a certain brand of capitalism – and the managers that practice it – continues apace. The increasing lack of tolerance for short-term thinking and a systematic neglect of the social, regulatory, and economic conditions in which business ought to operate means we are entering a time of trouble and questions – an era of economic, social, and environmental turbulence.

Stephen Pyne on California Wildfires

ASU fire historian Stephen Pyne on current California wildfires on Island Press’s weblog.  In Two fires he writes:

Even for the literal-minded, it was hard not to lump the conflagrations on Wall Street with those in Southern California. The meltdown of 401(k)s with the street signs at Sylmar. The frantic, ever-escalating press conferences and bailouts of any significant credit institution with the desperate deployment of ever-greater masses of engines and helitankers, all equally ineffective. Somehow the spark of a credit crunch managed to leap over fiscal firewalls and spread throughout the economic landscape, much as relatively small blazes blew over I-5 and threatened the power supply of Los Angeles. The general destruction has moved upscale, so that trophy homes burn along with trailer parks, and hedge funds with day traders. When the winds blew, they exposed any combustible object to embers, and threatened to incinerate anything vulnerable. The entire system, it seems, is vulnerable, and everyone knew that the winds always blow. It’s just been convenient to pretend otherwise.

Now: Southern California burns, 2009
Another round, this time without the Santa Anas to drive them over and through the Transverse Range. More blowups. More houses burned. More evacuations. More declarations of disaster and states of emergency. More crews, more planes, more helicopters, more TV cameras. More posturing. Meanwhile, the Great Recession continues, refusing to be extinguished. Investors applaud each stock market rally as homeowners in Altadena do retardant drops by DC-10s. The fires continue for the same reason the economy continues to smolder, because the fundamentals have not changed. Until they do, we will be left with damaging breakouts and political theater.

Like economic transactions, fire is not a substance but a reaction – an exchange. It takes its character from its context. It synthesizes its surroundings. Its power derives from the power to propagate. To control fire, you control its setting, and you control wild fire by substituting tame fire.

In fire-prone public lands, where the setting will not convert to shopping malls and sports arenas, some fire is inevitable and some necessary. From time to time a few fires will go feral. Without fire some biotas will only build up combustibles capable of stoking still-more savage outbreaks, and equally, some will cease to function. Fire is a force of “creative destruction” in nature’s economy. Without it, particularly in drier landscapes, nutrients no longer circulate freely but get hoarded. It’s as though organisms hid their valuables in secret caches dug in the backyard or in socks under the bed. The choice is not whether or not to have fire but what kind of fire we wish.
