Decline in salmon causes decline in cultural ecosystem services

Agriculture increases the supply of food supplied by an ecosystem, but often decreases its ability to supply other services.  The same appears to be true for salmon aquaculture.  In the Toronto Globe and Mail, Vancouver journalist Mark Hume reports Declining salmon runs blamed for wilderness tourism slump:

All along the B.C. Coast, wilderness tourism operators who run bear-viewing, whale-watching and sport-fishing resorts are reporting tough times because of declining salmon runs.

But the biggest impact may be occurring in the Broughton Archipelago, where Mr. MacKay operates, and where pink salmon runs have all but vanished, sending a shock wave through the region’s ecosystem.

“Some of the northern pods are just not here,” Mr. MacKay said yesterday. “And we’ve had three occasions [this summer] when we did not see any orcas at all. That’s pretty weird.”

He said northern killer whales visit the area during the summer months, collecting in big social gatherings where breeding takes place.

“When they get together like that it’s called Super Pod Day, and we will see over 100 dorsal fins out there at a time,” Mr. MacKay said. “That didn’t happen this year, for the first time since we’ve been collecting data, which is almost 30 years.”

Mr. MacKay said it’s not coincidental that the whales have vanished along with the salmon.

“It’s pretty simple. …What do you think these orcas eat?” he said.

Surveys by the Department of Fisheries and Oceans indicate pink salmon stocks have fallen to extremely low levels in the Broughton Archipelago. In Glendale Creek, a key indicator stream, there have been only 19,000 spawners counted this year, compared with 264,000 last year.

Pink salmon, which usually spawn in prodigious numbers, are a keystone species on the West Coast. Chinook salmon, the mainstay of the orca diet, feed on young pinks, while grizzly and black bears depend on spawning adult pink salmon to bulk up for hibernation.

Brian Gunn, president of the Wilderness Tourism Association, said the collapse of salmon stocks is threatening the survival of ecotourism businesses.

“The bear-viewing businesses, the whale-watching operations, they built up a lot of equity showing people these wild animals. Now the fish aren’t there and they are seeing their equity drain away. …If the salmon go, so does the wildlife, and so does the business.”

Mr. Gunn blamed the fish-farming business, saying a heavy concentration of net pens in the Broughton Archipelago has created sea-lice epidemics which kill young salmon.

Bamboo, rats, and famine

Many species of bamboo flower and then die in synchronized cycles. These cycles have substantial ecological impacts, and in post cyclone Burma appear to be contributing to famine.  From the Guardian Cyclone, starvation – now plague of rats devastates Burmese villages

Four months after Cyclone Nargis devastated Burma, another natural disaster has struck the country. This time the ruling military regime has had 50 years to prepare for it, yet it has still proved unable and unwilling to respond.

The disaster, known in Burma as maudam, is caused by a cruel twist of nature. Once every 50 years or so the region’s bamboo flowers, producing a fruit. The fruit attracts hordes of rats, which feed on its seeds. Some believe the rich nutrients in the seeds cause the rodents to multiply quickly, creating an infestation. After devouring the seeds, the rats turn on the villagers’ crops, destroying rice and corn. In a country once known as the rice bowl of Asia, thousands of villagers are on the brink of starvation.

The last three cycles of flowering occurred in 1862, 1911 and 1958, and each time they were followed by a devastating famine. The current maudam is proving just as disastrous.

The same sequence of events – bamboo flowering, fruit, rats, and then famine – occurred earlier this year in the mountains of Bangladesh.

Are ecosystem service trade-offs relatively common?

A recent paper by Heather Tallis et al. reports the finding that win-win conservation projects — those that aim to achieve both conservation objectives and economic gains — are relatively rare. In this paper (Proc Natl Acad Sci U S A 2008 Jul 15 105(28):9457-64), the authors examine World Bank projects with dual objectives of alleviating poverty and protecting biodiversity and find that only 16% made major progress on both objectives.

These results suggest that trade-offs among ecosystem services may be more common than previously thought. (Fairly interesting since other studies have shown that win-wins are common;however, those studies have generally not considered agriculture/food to be an ecosystem service. Since agriculture is one of the key services that has trade-offs with conservation, it is an important one to consider when assessing the conservation potential in an area.)

Nevertheless, the authors point out that there are strategies for improving management of ecosystem services and human well-being. These include better monitoring of conservation projects’ effects on ecosystem services and human well-being and also improving monitoring of multiple ecosystem services, including the flow of services from one region to another and the effects of markets on provision of ecosystem services.

Crop per Drop vs. Water for Ecosystem Services

Colin Chartres the International Water Management Institute‘s director general writes Invest in water for farming, or the world will go hungry.  In SciDev.net he writes:

The world’s population is projected to grow from 6 billion to 8.5 billion by 2030 and unless we change the way we use water and increase water productivity — ie. produce more ‘crop per drop’ — we will not be able to feed them. That is the conclusion of the IWMI’s recent Comprehensive Assessment of Water Management in Agriculture and its book, Water for Food, Water for Life, which drew on the work of 700 scientists.

While I agree that increasing agricultural water productivity is important, I think an underappreciated message of the CA (which is available online) is that globally we need to increase ecological water productivity.

A focus solely on agricultural production is likely to continue to cause declines in other valuable ecosystem services, sometimes to the extent that they outweigh any benefits gained from increases in agricultural production (See Millennium Ecosystem Assessment for many examples).  Agriculture provides benefits, but it also imposes costs.  Agriculture that ignores its ecological context has lead to coastal hypoxia, dryland salinization, and land degradation.  These problems reduce other ecosystems services, such as fisheries, while also decreasing the ecosystem support for agriculture.  These problems are increasing and overall are expected to worsen due to climate and other human caused global environmental change.

The quality, quantity and reliability of water flows connect agricultural and non-agricultural ecosystems. Water is also essential to the production of agricultural and most non-agricultural ecosystem services. Where these connections are strong requires an integrated approach to the management of water across landscapes and regions to ensure the reliable production of multiple ecosystem services.  However, in many cases we currently lack the practical knowledge to effectively manage agricultural and non-agricultural ecosystems for the multiple ecosystem services that depend upon water.  This research area is relatively underdeveloped and it is critical for ensuring human well-being in an increasingly unpredictable and resource intensive world.

Intensive agriculture’s ecological surprises

Previous reports have outlined ways that agriculture alters ecosystems by changing hydrology. The new study, led by Line Gordon of the Stockholm Resilience Centre, classifies these changes, or “regime shifts”, from one ecological state to another into three categories: through agriculture’s interaction with aquatic systems, as in the case of nutrient runoff; in the interactions of plants and soil, as in Australia’s salinity issues; or by influencing atmospheric processes such as evaporation and loss of water by plants (transpiration), as in the rapid drying of the Sahel in sub-Saharan Africa.

The authors “make it clear that agricultural practices result in these regime changes by altering water quality and available quantity,” says Deborah Bossio, a water expert at Sri Lanka’s International Water Management Institute.

“The increasing demand for food, feed, and fuel is placing enormous pressure on the world’s arable lands,” says ecologist Simon Donner of the University of British Columbia (Canada). Awareness of agriculture-related environmental problems has been growing in the past few years, says Bossio. But some of that awareness has been lost in the “current frenzy of global food crisis shifting the balance back toward increasing yield.”

Be it the desertification of the Sahel, the dead zone in the Gulf of Mexico, or the increasing salinity in Australia, countries all over the world are already trying to solve some of these problems. But the fixes are not quick, and the results of their efforts are often hard to predict.

Given the difficult-to-repair, or even irreparable, nature of the problems, agricultural systems must be made resilient to change, the authors argue. The new study adds to “the increasing chorus of voices” that emphasizes the need to avoid irreversible ecological damage, says Donner.

However, the science of understanding ecological regime shifts is still young, which makes it difficult to predict when the changes will manifest. “The tipping points aren’t very well understood at all,” says Bossio. Researchers first need to understand the various biophysical factors involved and how those factors interact with one another, the authors say.

For now, ecologists, agronomists, and regulators can acknowledge the problem and encourage certain practices to minimize the likelihood of some of these water-related changes. People should begin by viewing agriculture not simply as a source of food but also as a source of ecosystem services like water and biodiversity, says coauthor Garry Peterson of McGill University (Canada). For example, Australian farmers are adopting mosaic farming, which involves combining annual crops, pastures, and perennial trees into the same landscape. This restores biodiversity and hydrology and prevents the rise of salinity.

“If we don’t heed the management lessons from the past, many of which are listed in the paper, we are bound to face many more ecological surprises in the coming decades,” says Donner.

Agricultural trade and poverty

A recent Economist article poses the question Does freer farm trade help poor people? Given the ideological slant of the Economist, it is unsurprising that the article concludes yes. The interesting aspect of the article discusses two World Bank research papers that indicate that the way in which agricultural trade is regulated has major consequences.

The links between trade, food prices and poverty reduction are more subtle. Different types of reform have diverse effects on prices. When countries cut their tariffs on farm goods, their consumers pay lower prices. In contrast, when farm subsidies are slashed, world food prices rise. The lavishness of farm subsidies means that the net effect of fully freeing trade would be to raise prices, by an average of 5.5% for primary farm products and 1.3% for processed goods, according to the World Bank.

These effects are still much smaller than recent food-price spikes, but would they, on balance, help or hurt the poor? In crude terms, food-exporting countries gain in the short term whereas net importers lose. Farmers are better off; those who buy their food fare worse. Although most of the world’s poor live in rural areas, they are not, by and large, net food sellers. A forthcoming study* of nine poor countries by M. Ataman Aksoy and Aylin Isik-Dikmelik, two economists at the World Bank, shows that even in very rural countries, such as Bangladesh and Zambia, only one-fifth of households sell more food than they buy. That suggests the losers may outnumber winners.

But things are not so simple. The authors point out that net food buyers tend to be richer than net sellers, so high food prices, on average, transfer income from richer to poorer households. And prices are not the only route through which poverty is affected. Higher farm income boosts demand for rural labour, increasing wages for landless peasants and others who buy rather than grow their food. Several studies show this income effect can outweigh the initial price effect. Finally, the farm sector itself can grow. Decades of underinvestment in agriculture have left many poor countries reliant on imports: over time that can change.

The World Bank has often argued that the balance of all these factors is likely to be positive. Although freer farm trade—and higher prices—may raise poverty rates in some countries, it will reduce them in more. One much-cited piece of evidence is a study† by Thomas Hertel, Roman Keeney, Maros Ivanic and Alan Winters. This analysis simulated the effect of getting rid of all subsidies and barriers on global prices and trade volumes. It then mapped these results on to detailed household statistics in 15 countries, which between them covered 1 billion people. Fully free trade in farm goods would reduce poverty in 13 countries while raising it in two.

But lately the bank seems to be taking a different line. Robert Zoellick, the bank’s president, claims that the food-price crisis will throw 100m people below the poverty line, undoing seven years of progress. His figure comes from extrapolating the results of a different study** by Mr Ivanic and Will Martin, another World Bank economist. This study analyses the effects of more expensive staple foods on poverty by examining household surveys in nine countries. In seven cases, higher food prices meant more poverty. (Dani Rodrik, a blogging Harvard economist, was one of the first to highlight the tension between these studies.)

In fact, the bank’s results are not as contradictory as they seem. The two studies are based on different sets of countries: only Peru, Zambia and Vietnam appear in both. And the gloomy analysis measures only the effect of pricier staple foods, whereas the other examines freer trade in all farm goods. Such trade brings broader benefits: even if higher prices for staples exacerbate poverty in some countries, at least in the short term, the effect may be outweighed by increased demand for other farm exports, such as processed goods, as rich countries cut tariffs.

These subtleties suggest two conclusions. First, the bank, and others, should beware sweeping generalisations about the impact of food prices on the poor. Second, the nature of trade reform matters. Removing rich-country subsidies on staple goods, the focus of much debate in the Doha round, may be less useful in the fight against poverty than cutting tariffs would be. The food-price crisis has not hurt the case for freer farm trade. But it has shown how important it is to get it right.

These papers only assess trade rather than agricultural practices. I would add that the ecological fit of agriculture to the place in which it is practiced will also have substantial impacts on the potential for a regions ability to escape from poverty. Increases in agricultural production that damages other ecosystem services that are important for local people’s livelihood, such a fisheries, fuelwood, flood regulation, or water quality, can do more damage than good.

A giant pool of money flows into global agriculture

As part of its interesting Food Chain series, the New York Times writes Food Is Gold, So Billions Invested in Farming about how investment funds are pouring billions of dollars into agriculture. One investment bank has estimated that investments in agricultural commodities has increased over 3X, from $70 billion at the start of 2006 to $235 billion in April of 2008, with roughly half of this growth being due to appreciation and half to new investment (for more details see Financial Times on agricultural funds and why food prices are rising?). However, money is now moving from investments in commodity futures into actual agricultural infrastructure:

Huge investment funds have already poured hundreds of billions of dollars into booming financial markets for commodities like wheat, corn and soybeans. But a few big private investors are starting to make bolder and longer-term bets that the world’s need for food will greatly increase — by buying farmland, fertilizer, grain elevators and shipping equipment.

Part of the article is reminiscent of the TechnoGarden scenario of the MA, in which rich companies invest in the underdeveloped African agriculture infrastructure. The article states:

Emergent is raising $450 million to $750 million to invest in farmland in sub-Saharan Africa, where it plans to consolidate small plots into more productive holdings and introduce better equipment. Emergent also plans to provide clinics and schools for local labor.

One crop and a source of fuel for farming operations will be jatropha, an oil-seed plant useful for biofuels that is grown in sandy soil unsuitable for food production, Ms. Payne said.

“We are getting strong response from institutional investors — pensions, insurance companies, endowments, some sovereign wealth funds,” she said.

The fund chose Africa because “land values are very, very inexpensive, compared to other agriculture-based economies,” she said. “Its microclimates are enticing, allowing a range of different crops. There’s accessible labor. And there’s good logistics — wide open roads, good truck transport, sea transport.”

However, unlike the TechnoGarden scenario, this investment seems focussed on increasing yields of food and fuel, rather than producing multiple ecosystem services. Consequently, such investments attempts to increase yields by practicing intensive agriculture are likely to lead to negative impacts on other people and ecosystems using water, and potentially leading to local or regional ecological regime shifts (see our paper Gordon et al 2008).

Also, many of these investments are not aimed at increasing agricultural yield on the ground, but hedging against inflation risk, and providing market power for large funds to leverage investments in other financial instruments, such as options, derivatives and other more complicated packages. This coupling of financial markets, to the already coupled food, fuel, and climate systems means that the systemic consequences of these investments are likely to be unexpected and novel.

For climate change – Meat matters more than miles

food miles - percent impactA new paper Food-Miles and the Relative Climate Impacts of Food Choices in the United States by Christopher Weber and H. Scott Matthews (Environ. Sci. Technol.,42(10), 3508–3513, DOI: 10.1021/es702969f ) conducted a life cycle analysis of the greenhouse gas outputs of foods in the USA (but they didn’t manage to include the impacts of land cover and soil change).

I expect weightings would probably not change a lot if other environmental impacts, such as declines in other ecosystem services, were considered as well. However, I expect they would change a lot in countries with less intensive agriculture. It would be interesting to see someone do the math for these cases.

Environmental Science and Technology news, reports on a paper in Do food miles matter?:

It’s how food is produced, not how far it is transported, that matters most for global warming, according to new research published in ES&T (DOI: 10.1021/es702969f). In fact, eating less red meat and dairy can be a more effective way to lower an average U.S. household’s food-related climate footprint than buying local food, says lead author Christopher Weber of Carnegie Mellon University.

Weber and colleague Scott Matthews, also of Carnegie Mellon, conducted a life-cycle assessment of greenhouse gases emitted during all stages of growing and transporting food consumed in the U.S. They found that transportation creates only 11% of the 8.1 metric tons (t) of greenhouse gases (in CO2 equivalents) that an average U.S. household generates annually as a result of food consumption. The agricultural and industrial practices that go into growing and harvesting food are responsible for most (83%) of its greenhouse gas emissions.

For perspective, food accounts for 13% of every U.S. household’s 60 t share of total U.S. emissions; this includes industrial and other emissions outside the home. By comparison, driving a car that gets 25 miles per gallon of gasoline for 12,000 miles per year (the U.S. average) produces about 4.4 t of CO2. Switching to a totally local diet is equivalent to driving about 1000 miles less per year, Weber says.

A relatively small dietary shift can accomplish about the same greenhouse gas reduction as eating locally, Weber adds. Replacing red meat and dairy with chicken, fish, or eggs for one day per week reduces emissions equal to 760 miles per year of driving. And switching to vegetables one day per week cuts the equivalent of driving 1160 miles per year.

Several other recent studies have analyzed particular foods and poked holes in the food mile concept. For example, it can be more energy efficient for a British household to buy tomatoes or lettuce from Spain than from heated greenhouses in the U.K.

The new work expands on those studies by providing a comprehensive look at the U.S. food supply. Weber used an input–output life-cycle assessment, which counts not only the CO2 produced when food is shipped but also all greenhouse gases, including methane (CH4) and nitrous oxide (N2O), emitted from farm production. This means counting all the way back to the fossil fuels used to manufacture fertilizer and tractors.

“There is more [total] greenhouse gas impact from methane and nitrous oxide than from all the CO2 in the supply chain,” Weber says. In large part, he adds, this is because N2O and CH4 emission in the production of red meat “blows away CO2”. Cows burp CH4, and growing their feed uses large amounts of fertilizers that are converted to N2O by soil bacteria.

Using local ecological knowledge to rebuild ecological infrastructure

The improvements in crop yield and other ecosystem services from local investment in soil and ecological infrastructure sound similar to what Pretty et al found in their 2005 paper in in Environmental Science and Technology Resource Conserving Agricultural increases yields in developing countries.

In the May 13, 2008 International Herald Tribune Elisabeth Malkin writes about his work with the NGO he helped found in Using ancient ways to reclaim Mexico’s barren lands:

León and the farmers’ group he helped found, the Center for Integral Campesino Development of the Mixteca, or Cedicam, have reached into the past to revive pre-Hispanic practices. To arrest erosion, Cedicam has planted trees, mostly native ocote pines, a million in the past five years, raised in the group’s own nurseries.Working communally, the villagers built stone walls to terrace the hillsides and they dug long ditches along the slopes to halt the wash of rainwater that dragged the soil from the mountains. Trapped in canals, the water seeps down to recharge the water table and restore dried-up springs.

As the land has begun to produce again, León has reintroduced the traditional milpa, a plot where corn, climbing beans and squash grow together. The pre-Hispanic farming practice fixes nutrients in the soil and creates natural barriers to pests and disease.

Along the way, the farmers have modernized the ancient techniques.

León has encouraged farmers to use natural compost as fertilizer, introduced crop rotation and improved on traditional seed selection.

León plows with oxen by choice. A tractor would pack down the soil too firmly.

In the eight villages in the region where Cedicam has worked, yields have risen about three or fourfold, to about 1 to 1.5 metric tons per hectare, León said. Unlike the monocultures of mechanized farming, these practices help preserve genetic diversity.

León’s work is a local response to the dislocation created by open markets in the countryside.

“The people here are saying that we have to find a way to produce our food and meet our basic needs and that we can do it in a way that is sustainable,” said Phil Dahl-Bredine, a Catholic lay missionary and onetime farmer who has worked with Cedicam for seven years and written a book about the region.

The key to determining the project’s success, and that of similar projects in these highlands, will be if it can produce enough to sustain families during the bad years, said James Reynolds, a specialist in desertification at Duke University who visited Cedicam in April. The land of the Mixteca region is so degraded that “the overall potential is not that high,” he said.

Over the past two decades, the Mexican government has steadily dismantled most support for poor farmers, arguing that they are inefficient. About two-thirds of all Mexican corn farmers, some two million people, are small-scale producers, farming less than 5 hectares, or 12 acres, but they harvest less than a quarter of the country’s production.

After winning the award Jesús León Santos was interviewed by TierraAmérica:

TIERRAMÉRICA: — What does it mean to you and your organization to win the Goldman Prize?

JESÚS LEÓN SANTOS: — It has been the most important thing that has happened to me in a long time. This unites us with people who are conserving the environment and makes us stronger. The 150,000 dollars will go to a fund in my organization to continue developing our work. Imagine that! It represents the budget of an entire year. We manage some 100,000 dollars that come from European organizations.

TA: — To come up with and develop projects like yours in a poor area, with degraded land and high rates of emigration is an uphill battle. How did you begin?

JLS: — I became involved in this because when I was a boy I saw that we faced many difficulties. My parents sent me to look for firewood and I had to walk hours and hours because it was very scarce. The trees had disappeared. We thought that the Mixteca had to be green again, like it was in the past, and those were really only words because we didn’t know what to do. Then there came clarity, and 25 years later we see that we have achieved what we never imagined possible.

TA: — What are the most evident changes?

JLS: — Many people who come to the parcels say that it’s a paradise, and then I say that it is a paradise that has been created little by little. Today we enjoy the wood and the birds that for years we didn’t hear singing because there were no trees. The soil is beginning to change. When one walks through the trees, the sound made by our feet on the leaves was something we had never heard before.

TA: — What role did the pre-Hispanic techniques for cultivation and land conservation play in these achievements?

JLS: — In addition to planting trees and creating ditches to retain rainwater, we pushed the recovery of traditional farming systems, the “milpa”, which consists of planting maize, gourds, beans and others on the same parcel, using our seeds from our own harvests, without buying anything. This means the soils don’t deteriorate and it improves fertility.

Unlike monoculture, these systems not only provide a balanced diet, they conserve soil fertility. In the 1970s and 1980s, when they began using fertilizers and improved seeds here, this knowledge of our peoples was pushed out. But we have recovered it.

TA: — The genetically modified seed companies are asking Mexico to allow its maize varieties to be planted here because they say they are much more productive. What do you think?

JLS: — The GM seeds can be monsters in comparison to what nature has done. We can’t be playing with what is natural, and those companies are truly creating monsters that attack life, not just the native seeds but also ourselves. What I’d tell the seed companies is that they carry out campaigns that are not ethical, because they lie and they bribe governments.

TA: — But each year there are more and more GM crops in the world and their promoters argue that this technology has come to stay.

JLS: — To everyone who thinks that our ancient systems are a matter of romantic ideals we say that we are on the right path. What they are proposing is a disaster. When those modified seeds can’t be controlled, they can cause a global catastrophe.

Novelty Needed for Sustainable Development – Resilience 2008

The Stockholm Resilience Centre has released two press releases on the conclusion of Resilience 2008.

The first Novelty thinking key to sustainable development reports on the concluding panel of the conference in which Elinor Ostrom, Sverker Sörlin, Carole Crumley, Line Gordon and Buzz Holling reflected on the conference, lessons from the past and the answers for the future.

Buzz Holling, considered the father of resilience thinking, called for freedom and flexibility in order to generate multilevel change and novelty thinking. This is needed in a time when several crises are emerging, he said.

– This year a cluster of predicted crises have become aware to the public, such as the rise of food prices due to energy market changes and the collapse of the financial market. We see that small instabilities and risks spread to practically all developed countries in the world. However, globalisation also adds a great positive value because the individual or small groups can have an increasingly global effect, Holling said.

Resilience as an continuance of sustainability thinking
Sverker Sörlin and Carole Crumley both argued that we have moved beyond traditional discussions around sustainability and that resilience thinking is increasingly being embraced as an integrated part of sustainable development thinking.

– Resilience thinking will not replace the sustainability discourse, but we can use resilience to develop sustainability further, Sörlin said. He was followed up by Line Gordon who noted that the key approach with resilience thinking is that although we might have solutions for sustainable development, we will face challenges and we must be prepared for surprises.
