A few recent papers on resilience are quite exciting.  Below are brief pointers to them.  Hopefully we will have more time to right about them in the future.

Mapping ecological impact of 2010 Amazonian drought

Between July and September 2010, severe drought gripped the Amazon Basin. The Negro River, a tributary of the Amazon, reached its lowest level in 109 years of record-keeping, and uncontrolled fires spread a pall of smoke over the drying basin. But how did the drought affect the trees?

This image shows a possible answer. Made with vegetation “greenness” measurements from the Moderate Resolution Imaging Spectroradiometer (MODIS) on NASA’s Terra satellite, the image shows vegetation conditions between July and September 2010 compared to average conditions for the same period between 2000 and 2009 (except for 2005, another drought year). The vegetation indices are measurements of the how much photosynthesis could be happening based on how much leafy vegetation the satellite sees. In 2010, the vegetation index recorded lower values than in previous years, an indication that trees under drought stress either produced fewer leaves or the chlorophyll content of leaves was lower, or both.

Job: Assistant Prof. in Systems Ecology @ Stockholm University

The Natural Resources Management group of the Department of  Systems Ecology at Stockholm University, which is closely connected to the Stockholm Resilience Centre is looking for an Assistant Professor.  Applications are due May 31,2011.  For full details see the job ad, which states:

Subject description: Natural resource management includes studies of the role of biodiversity in generation of ecosystem services, dynamics of social-ecological systems and institutions and governance related to management of ecosystems.

Main tasks: Research, and to some extent teaching and supervision.

Required qualifications: A person who has been awarded a PhD or a qualification from another country that is considered equivalent to a PhD is qualified for employment as an associate university lecturer. Preference is given to candidates awarded their degree no more than five years before the closing date for applications. Candidates awarded their degree more than five years previously are also given preference if special grounds apply, such as leave of absence because of illness, leave of absence for military service, leave for an elected position in a trade union or student organization, or parental leave or other similar circumstances.

The applicant must have the ability to collaborate as well as the competence and qualities needed to carry out the work tasks successfully.

Assessment criteria: Special weight will be given to scientific proficiency. Some weight will also be given to teaching proficiency.

When merits are similar according to the general criteria, the following should be considered as special merits:

• Experience of ecological research bordering to research in social science and economics.

Additional information: An associate university lecturer is employed for 4 years. The employment can be extended to 5 years maximum, if he or she has taught more than 25 % at the undergraduate level.

An associate university lecturer can apply for promotion to a tenured position as university lecturer. Assessment criteria for the evaluation can be obtained from the Faculty of Science.

The applicant is expected to contribute to strengthening collaboration among the research groups in natural resource management, marine ecology and marine ecotoxicology at the Department of Systems Ecology and with research groups at the Stockholm Resilience Centre.

An agroecological paradigm shift in agricultural development

Below is a guest post from my colleague Thomas Hahn, an institutional economist and Assoc. Professor at the Stockholm Resilience Centre.

On March 8, 2011, the UN Special Rapporteur on the right to food , Olivier De Schutter, delivered his report on food security. The report Agroecology and the right to food (click on link to download a copy), identifies agroecology (enhancing agricultural systems by mimicking natural processes by recycling organic matter and diversifying species) as a means to increase harvests in areas areas where the poor live. The message is very different from the conventional view of agricultural, for example see Jonathan Foley’s articulation of agricultural development in a lecture at SRC last year.

The report’s first point is that food production needs to increase in the areas where hungry people live. At the resolution of the planet I believe Foley is correct in his analysis that we need to blend the benefits of conventional and organic agriculture. But the poorest farmers with no cash can lower their vulnerability (increase food security and safety and self-reliance) by relying on place-based resources.

The report’s second point is more political. The report suggests that supporting La Via Campesina and similar organizations is an effective way of scaling up agroecological best practices. This requires a shift in pubic policy from supporting the “green revolution” paradigm of subsidizing inputs to instead supporting the knowledge generation and dissemination done by networks such as La Via Campesina.

From a resilience perspective the language of “scaling up best practices” is always problematic because all agroecosystems are complex interactions between people and nature and “best practices” always need to be adapted. But supporting grassroot movements for disseminating agroecological practices is likely to involve much more adaptation to local contexts than other ways of dissemination.

The need for this type of activity is stated in the report as  “Private companies will not invest time and money in practices that cannot be rewarded by patents and which don’t open markets for chemical products or improved seeds.” While this is common knowledge among critical agronomists, it is rarely admitted in UN Reports.

Agroecology and the right to food calls for quite radical change in research and development priorities.  Below are a few selected citations from the report:

“Today’s scientific evidence demonstrates that agroecological methods outperform the use of chemical fertilizers in boosting food production where the hungry live — especially in unfavorable environments.”

“We won’t solve hunger and stop climate change with industrial farming on large plantations. The solution lies in supporting small-scale farmers’ knowledge and experimentation, and in raising incomes of smallholders so as to contribute to rural development.”

“To date, agroecological projects have shown an average crop yield increase of 80% in 57 developing countries, with an average increase of 116% for all African projects,” De Schutter says. “Recent projects conducted in 20 African countries demonstrated a doubling of crop yields over a period of 3-10 years.”

“Conventional farming relies on expensive inputs, fuels climate change and is not resilient to climatic shocks. It simply is not the best choice anymore today,” De Schutter stresses. “A large segment of the scientific community now acknowledges the positive impacts of agroecology on food production, poverty alleviation and climate change mitigation — and this this is what is needed in a world of limited resources. Malawi, a country that launched a massive chemical fertilizer subsidy program a few years ago, is now implementing agroecology, benefiting more than 1.3 million of the poorest people, with maize yields increasing from 1 ton/ha to 2-3 tons/ha.”

“Agroecology is a knowledge-intensive approach. It requires public policies supporting agricultural research and participative extension services,” De Schutter says. “States and donors have a key role to play here. Private companies will not invest time and money in practices that cannot be rewarded by patents and which don’t open markets for chemical products or improved seeds.”

“The research community, should: increase the budget for agroecological research at the field level (design of sustainable and resilient agroecological systems), train scientists in the design of agroecological approaches, participatory research methods, and processes of co-inquiry with farmers, and ensure that their organizational culture is supportive of agroecological innovations and participatory research;”

“Donors should:engage in long-term relationships with partner countries, supporting ambitious programs and policies to scale up agroecological approaches for lasting change, including genuine multi-polar engagement with public authorities and experts and existing local organizations of food providers (farmers, pastoralists, forest dwellers) and the networks they form, such as ROPPA, ESAFF, La Via Campesina, and PELUM, which have accumulated experience that could be the basis for rapid scaling-up of best practices;”

Or in other words, another world is possible.

Two PhD positions on governance of ecosystem services in Southern and Eastern Afric

Two PhD positions at the Stockholm Resilience Centre.  Applications are due May 2nd.  The positons are with a project Governance of ecosystem services under scenarios of change in southern and eastern Africa, funded by the Swedish International Development Agency (SIDA).  To address the question  How may ecosystem assessments be best designed and applied for poverty alleviation?

One student will focus mainly on mapping and modelling of ecosystem services drawing on methodologies from the natural and systems sciences, while the other will focus primarily on governance of ecosystem services drawing more strongly on methodologies from the social sciences.

Both students will work on case studies in the Eastern Cape and/or Western Cape regions of South Africa , as well as in Madagascar, depending on their interests and skills. We envisage that the two students will work together closely to share experiences and insights, and advance novel social-ecological understanding of the case studies and methods for assessing and managing ecosystem services.

The students will need to spend at least 6 months/year in Stockholm the first two years and part of the year during the remaining period.

Position 1: Mapping ecosystem services and regime shifts in a poverty context
There are currently a limited range of approaches available to measure, quantify, assess and display data on ecosystem services. Many of these approaches are quite data intensive in their requirements and to date have not been applied in the management of African ecosystems and services.

This project aims to develop new methods for assessing multiple ecosystem services which can be applied in data poor situations. In particular, this project aims to understand how the “bundle” of ecosystem services associated with a particular social-ecological system may change under different future scenarios. We envisage paying particular attention to the potential for “regime shifts” — large, persistent changes in social-ecological systems and their trajectories of development (e.g., rangeland degradation, or the shift from subsistence to commercial farming).

Such shifts can have large impacts on ecosystem services and human well-being, and the data collected in this study will be incorporated into the developing global Regime Shifts Database.

The student will be supervised by Dr. Reinette (Oonsie) Biggs (Stockholm Resilience Centre,Sweden ), Dr. Belinda Reyers (CSIR,South Africa ) and Prof. Thomas Elmqvist (Stockholm Resilience Centre, Sweden).

Position 2: Governing ecosystem services and regime shifts in a poverty context
How do bundles of ecosystem services co-vary with local livelihood strategies, ecological knowledge, and social organization? A combination of qualitative and quantitative social science methods and spatial tools such as participatory GIS will be used to identify and map how local ecosystem management, land use, and institutional structures across scales interact with and respond to the dynamics of multiple ecosystem services.

In particular, the project will focus on implications for amplifying or moderating the potential for so called regime shifts, i.e. large persistent changes in ecosystem services. The project will also assess barriers and bridges for improved governance of multiple ecosystem services at local and regional scales that allows for sustainable poverty alleviation in Southern Africa.

The student will be supervised by Dr. Maria Tengö and Prof. Thomas Elmqvist (Dept of Systems Ecology & Stockholm Resilience Centre).

Hirschman’s trespassing creativity

Economist Rajiv Sethi writes an appreciation of the great economist Albert Hirschman on his 96th birthday.  In The Self-Subversion of Albert Hirschman he writes:

Interesting lives make for interesting ideas, and Hirschman’s is a case in point. Born to a German family of Jewish origin in 1915, he was baptized (but never confirmed) as a Protestant. His education was in French and German, though he would later become fluent in Italian, and eventually in Spanish and English. By the age of sixteen he had joined the youth movement of the Social Democratic Party. Through his sister Ursula (who was a major influence on his life and thought) he met Eugenio Colorni, whose Berlin hotel room was used for the production of anti-fascist pamphlets and fliers. Ursula would later marry Colorni, and one of their daughters, Eva, would go on to become an economist in her own right and marry Amartya Sen. (Eva’s untimely death and her influence on Sen’s thought is acknowledged in the emotional leading footnote of this paper.)

Hirschman watched the rise of Hitler with increasing alarm, and fled Berlin for Paris alone at the age of 18 just a couple of months after the Reichstag fire. Over the course of the next few years he would live in France, England, Spain, and Italy. He spent a year at the London School of Economics in 1935-36, taking courses with Robbins and Hayek, but finding greater intellectual affinity with a younger group of economists among whom was Abba Lerner.

When war broke out in 1939 he joined the French Army and, for fear of being shot as a traitor by approaching German forces, was compelled to adopt a new identity as a Frenchman, Albert Hermant. By 1941 he had migrated to the United States, where he met and married Sarah Hirschman. (They have now been married for seventy years.) He joined the US Army in 1943, and found himself back in Italy as part of the war effort soon thereafter.

At the end of the war Hirschman returned to the US and was involved with the development of the Marshall plan. He subsequently spent four years in Bogota, first as an adviser to the government on development policy, and then as a private economic consultant. After a sequence of appointments at Yale, Stanford, Columbia and Harvard, he moved to the Institute for Advanced Study in Princeton where he and Sarah remain.

As far as methodology is concerned, Hirschman expresses “a dislike for too unilateral and uniform diagnoses,” preferring instead to imagine the unexpected:
